Chairman Winston F. Garcia is an accomplished lawyer, former Chief Executive of the biggest pension fund in the country in terms of asset, the Government Service Insurance System (GSIS), and has been actively involved in some of the top companies in the country. He obtained a degree as Bachelors of Philosophy at the University of Santo Tomas Central Seminary a took his Bachelors of Law at the San Beda College of Law.

After the Edsa revolution of 1986, he was appointed OIC in the provincial board of Cebu and continued to be in such capacity until 2005. As a provincial board member, he successfully raised the first municipal bond ever launched by a local government, allowing the provincial government of Cebu to raise P1 Billion to fund its various infrastructure projects. He was also instrumental in the development of the Cebu Business Park and the Cebu IT Park, both landmarks of progress in the City of Cebu.

In 2001, he was appointed by Former President Gloria Macapagal Arroyo to head the GSIS as its President and General Manager. As president, he overhauled the systems and procedures of the Pension system through massive computerization and introducing groundbreaking and innovative services such as online application for loans and claims through kiosks and launched the first HUMID RFID card in the country, which, after more than a decade, are still enjoyed by its members. He was also a member of the Board of some of the top companies in the country.

He was Chairman of the National Reinsurance Corporation, GSIS Mutual Fund, ASEAN Forum Inc., ASEAN Social Security Association, Equitable Card Network Inc., PCIB Securities Inc., and Equitable Savings Bank Inc.

He was a member of the Board of Directors of San Miguel Corporation, Manila Electric Company or MERALCO, Philippine Stock Exchange, Equitable PCI Bank, Philippine National Construction Company or PNCC, and Manila Hotel Corporation.
